UN Compendium of Good Practice
Protecting public spaces from terrorist attacks.
The United Nations Office for the Suppression of Terrorism (UNOCT), as part of its global programme to counter terrorist threats, has produced a compendium of good practices on protecting urban centres from terrorist attacks. The case studies, tools and resources described in the guide are the result of intensive research and experience from all 193 UN member states, NGOs and international experts.
The publication also summarises the content of existing tools developed by Member States (manuals, handbooks, compendia) that have provided guidance on establishing policies to secure urban centres and enhance their resilience to terrorist attacks.
Particularly noteworthy is the widely reported case of Singapore, where the authorities there have developed policies to activate urban residents.
in countering terrorist threats. Singapore citizens are encouraged to proactively report suspicious behaviour to an anti-terrorism hotline that has been set up specifically for this purpose. In addition, Singapore has implemented an online platform called I-Witness, which allows people to connect directly with the police and report a crime.
