CAT ABW training for the Social Insurance Institution
On 6 and 20 November 2025, experts from CAT ABW conducted training for the Social Insurance Institution (ZUS) on countering radicalisation and responding to terrorist threats.
During the training, participants were presented with a comprehensive analysis of the radicalisation process, including its stages, conditions and factors conducive to the development of extremist attitudes. Possible preventive measures were also discussed, both at the institutional and individual levels, with particular emphasis on identifying warning signs and strengthening social resilience.
An important element of the training was the presentation of the ‘4U!’ social campaign, which is a universal procedure for dealing with active threats, such as terrorist incidents or mass murderers.
Participants were familiarised with the procedures for responding appropriately in the event of:
- receiving a telephone call about a potential threat,
- discovering suspicious objects left in public spaces,
- an incident involving violence by a mass murderer.
Based on an analysis of actual terrorist attacks, scenarios for civilian action were discussed, identifying best practices and operational recommendations. Experts emphasised the crucial importance of remaining calm, assessing risks properly, carrying out evacuations effectively and cooperating closely with the services responsible for security.
In conclusion, the need to systematically raise public awareness, keep security procedures up to date and implement preventive measures to effectively counteract radicalisation processes, both in the short and long term, was highlighted.
