On 28–30 January this year, officers from the Counter-Terrorism Centre of the Internal Security Agency, representatives of the Ministry of Justice and officers of the Prison Service took part in a three-day study visit to London, organised as part of the EU ESBOR project, which aims to strengthen the capacity of public administration to counter radicalisation, combat extremism and terrorism (PCVE).

The visit included meetings with experts from British structures responsible for combating terrorism, including SO15 Metropolitan Police. The programme of the visit focused, among other things, on issues related to the identification and assessment of terrorist threats, the functioning of the Prevent system, the management of persons at risk of radicalisation (nominal management), and multi-agency cooperation.

An important part of the visit was also a study visit to one of the prisons and a meeting with representatives of the Joint Counter Terrorism Prison and Probation Hub, during which solutions used in the penitentiary and post-penitentiary phases of the deradicalisation process were discussed.

The meetings with British experts were highly informative and allowed for an exchange of experiences in the field of a multi-agency approach to prevention, covering activities at all stages of the radicalisation process, from early identification of threats, through penitentiary measures, to post-penitentiary activities. The solutions and good practices presented are a valuable source of knowledge for the further development of national competences in the area of PCVE.

The participation of Polish representatives in the study visit confirms the importance of international expert cooperation and the exchange of experiences as essential elements of effective prevention of terrorist and extremist threats.
