Europol publishes the TE-SAT report every year. In it, it presents a compilation of figures and descriptions of current trends in the modus operandi of terrorists, based on qualitative and quantitative data provided by EU Member States on recorded terrorist attacks, arrests carried out and judicial decisions made in connection with terrorist offences.

Aimed at informing policymakers, law enforcement and the wider public, the Europol TE-SAT report aims to protect public safety and enhance regional stability, enabling the EU to continue to respond effectively to terrorism and make Europe safer.

In 2023, a total of 120 terrorist attacks were planned in seven EU Member States (98 carried out, nine failed and 13 were foiled), an increase compared to previous years. The highest number of terrorist attacks was committed by separatist terrorists (70, all carried out), followed by extreme left-wing and anarchist groups (32, of which 23 were carried out). There were 14 attempted jihadist terrorist attacks, of which 5 were carried out. 2 attacks by extreme right-wing groups were foiled. A total of 426 people were arrested for terrorist offences in 22 EU Member States. The majority of arrests were for jihadist terrorism-related offences (334), which also contributed to the overall increase in arrests compared to 2022.
