TE-SAT 2025 - Terrorist and Extremist Threats Summary 2024

Europol's TE-SAT report aims to protect public security and enhance regional stability, enabling the EU to continue to respond effectively to the threats generated by extremism and terrorism by informing policymakers, law enforcement and the public on current trends in the above security threats.

Europol's TE-SAT report for 2024 provides a compilation of figures and descriptions of current trends in the modus operandi of terrorists, based on qualitative and quantitative data provided by EU Member States on recorded terrorist attacks, arrests made and judicial rulings issued in connection with terrorist offences.

A total of 58 terrorist attacks (34 completed, five failed and 19 foiled) were reported by 14 Member States. 24 of the total attacks were attributed to jihadist terrorism, an increase from the 14 reported in the previous year. 21 attacks were attributed to LWE and anarchist, and eight were classified as other or unspecified forms of terrorism. Four separatist attacks and one RWE terrorist attack were reported, all of which were terminated.

Jihadist terrorism remained the deadliest, with five victims killed and 18 injured.

In 20 Member States, 449 people were arrested for terrorism-related offences. The majority of arrests were for jihadist terrorism (289), followed by RWE terrorism (47), LWE and anarchist terrorism (28) and ethno-nationalist and separatist terrorism (27).

In 10 Member States, 58 arrests were made for terrorist offences related to other or unspecified forms of terrorism.

Completed prosecutions in 16 Member States resulted in 427 convictions and 59 acquittals for terrorist offences.

The trend for very young people to become involved in jihadist terrorism continued, with groups of minors observed making online contacts, radicalising together and planning attacks. 

Several propaganda campaigns of jihadist ideology were reported to incite followers and sympathisers to carry out attacks in order to reinforce the message, as well as to provide further logistical support to extremist organisations.
