Rigorous terrorist prevention measures in Switzerland
By means of a general optional referendum, Swiss citizens decided to adopt the anti-terrorist law, recognized by the Council of Europe and the United Nations as one of the most interfering in the rights of citizens in Europe.
The UN indicates that the preventive measures introduced under the act, such as house arrest (up to 9 months) for a person over 15 years of age and a ban on leaving the country or an order to report to the police station weekly for people over 12 years of age is a violation of children’s rights. The argument against the act issued by the Council of Europe emphasizes the general and unclear definition of terrorist activities, which in turn is to be related to the possible abuse by the Swiss authorities of qualifying individual persons and acts as a terrorist threat.
Despite this, the fact that Swiss citizens have adopted the law introducing a number of new tools enabling authorities to undertake many previously unavailable activities in order to prevent terrorism results, among others, from the detection by Swiss secret services of individuals who pose a real threat to the security of the country and its citizens, progressive radicalization and the use of the territory of this country as a base to carry out attacks in other European countries.
