Cybercrime is crossing borders and evolving rapidly

The internet has become a dangerous tool in the hands of terrorists and criminals who use it for their purposes.

The world is now more digitally connected than ever before. Criminals are exploiting this online transformation to target vulnerabilities in online systems and infrastructure. This has a huge economic and social impact on governments, businesses and individuals around the world.

Phishing, ransomware and data breaches are just a few examples of current cyber threats, while new types of cybercrime are emerging all the time. Cybercriminals are getting smarter and better organised - using new techniques, adapting their attacks with increasing precision and collaborating in new ways. Among other things, one of the objectives of cybercriminals is also to raise funds for terrorist organisations.

Cybercrime knows no national borders. Criminals, victims and technical infrastructure are located in multiple jurisdictions, which poses many challenges to law enforcement and makes close cooperation between public and private partners essential.

The European Union and its Member States are working together to prevent radicalisation in Europe. Radicalisation is not a new phenomenon, but in recent years it has become a more serious threat, especially due to the development of new technologies and the increasing use of the internet and social media.
