European dimension of countering radicalisation
On 29 April this year The European Union adopted a regulation on the prevention of the dissemination of terrorist content on the Internet.
Member States' competent authorities will be able to issue referrals to hosting server providers, obliging them to remove terrorist content or prevent access to it in all countries of the Community. Online platforms will have to comply with the order within one hour. The new regulations will apply to all providers offering services within the EU, regardless of whether the provider's headquarters are in one of the Member States. Hosting providers exposed to terrorist content will have to put in place measures to prevent the misuse of platforms and protect against the dissemination of such content. The choice of measures will remain at the discretion of the hosting provider.
The regulation also contains a definition of terrorist content and clearly defines its scope in order to ensure full respect of fundamental rights. It also provides effective remedies for both content providers and service providers to complain if content has been removed. The new regulations will take effect on 7 June 2022.
