TPCoE’s participation Hybrid CoE workshop
On 23 May 2022, representatives of TPCoE participated in a remote workshop organised by the European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE), based in Helsinki.
The theme of the meeting was devoted to the issues of disinformation as an element of hybrid warfare in the context of current geopolitical events. Among the issues discussed was the used narrative aimed at achieving strategic goals, as well as information strategy its evolution.
The event defined the concept of disinformation and analysed a broad aspect of its use. It also discussed ways of identifying and countering it and compared the concept of hybrid warfare as seen by Eastern and Western states.
In the context of the evolution of progressive hybrid threats, it is necessary to strengthen strategic communication and to intensify cooperation with entities and institutions involved in identifying and countering these threats. This process has become particularly important for EU states due to the current geopolitical situation in Eastern Europe and the ongoing military operations.
In order to develop innovative methods of detecting and counteracting hybrid threats, Internal Security Agency together with another consortium member i.e. Hybrid CoE participates in the EU-Hybnet project, which focuses i.a. on building a network of security specialists in the EU in order to counteract hybrid threats. Within the framework of the project, in the nearest future, there will be two more key events in which Internal Security Agency representatives will take part i.e. EU-HYBNET Innovation Standardisation Workshop #ISW and Innovation and Knowledge Exchange Workshop #IKEW.
